Demoralization sets in among coalition forces in Iraq, which can’t understand why they aren’t permitted to do their jobs but suffer micromanagement undermining their publicly-stated purpose. Surprise! It’s the consensus process in action with a different end-goal than the dedicated men and women of the coalition suspect.
